Make Agreements

With aligned understanding, agreements can easily lead to actions which improve the enterprise. It is easier for resources to be allocated when most stakeholders have shared understanding of the situation and thus the priorities. Actions occur at the Strategic Level, the Tactical Level, or the Operational Level.

These distinctions among levels gives hints about who needs to be involved.

Agreements always lead to changing state of linkages (flows of material, energy, and/or information).

The state of a sphere of influence can change in two ways: 1) learning something from others and by 2) changing the state of linkages.
